A message dated May 5, 2003, was read stating the Governor has                                      
signed the following bill and is transmitting the engrossed and enrolled                            
copies to the Lieutenant Governor's office for permanent filing:                                    
                                                                                                    
     SENATE CS FOR HOUSE BILL NO. 71(FIN)                                                           
     "An Act extending the termination date of the Board of Certified                               
     Direct-Entry Midwives; and relating to the regulation of certified
